Constitutional Amendment’s Unintended Consequences

The state Senate may vote soon on a proposed amendment to the Wisconsin Constitution that is likely to have a number of harmful effects, such as raising the cost of highways and other building projects and impeding tax reform.

Under the amendment, a two-thirds majority of both houses of the Legislature would be required for legislators to pass an increase in the rate of the state individual income tax, corporate income tax or sales tax.
